On Jan 11, 2012, the Sixth Session of the Eleventh Hunan Provincial People's Congress was held in Changsha.

Governor Xu Shousheng stated at the meeting that Hunan will encourage the qualified enterprises to benefit from the global industrial division and give its great support in establishing industrial parks in countries like Thailand, Vietnam and Laos.

Xu said that Hunan should enhance its influence worldwide by enlarging export by assisting key foreign trade enterprises, promoting the construction of export bases, and expanding the emerging markets in ASEAN (the Association of Southeast Asian Nations) and South Asia. The province should consolidate traditional markets, enhance export of products with new technologies, undertake outsourcing services and encourage data processing.

It should also produce cartoon and animation games and cultural creative industries while carrying on the industry transfer. It should also make good use of its advantages in building, machinery and hybrid rice technology, further dispatch workforces abroad, and optimize risk prevention mechanism and service system for the policy of "going out".

ASEAN is the primary overseas investment destination for Hunan enterprises, with every member state having enterprises invested in by a Hunanese. This is especially seen in the small and medium-sized businesses. The first overseas industrial park of Hunan, covering an area of 30,000 square meters, is located in Thailand. Cities including Loudi and Shaoyang instituted six enterprises there.
