Select cardres in public

To select the cardres silently might receive lots of recommendation calls, while to select the cardres in public was welcomed by the grassroots. This news was from a group army of the Chengdu Military Area command It impressed the grassroots officers and soldiers a lot by the great changes after the upsurge of the "Three Represents" study. It also made them realize the need of improving their own quality.

By mid-June the political department of this group army decided to select 6 cardres from the grassroots. As soon as the news came out, the related departments and leaders got scores of recommendation calls. This was a warning to the leaders of the political department. The traditional way of selecting officers ------ the person should be assessed by the relative functional departments and checked by the employment unit ------would no doubt have bad effects on the selection.

In order to solve this sensitive issue, the political department decided to select the cardres in public. The leaders of the political department would take the lead not to accept the recommendation letters or calls. This was welcomed by the grassroots officers and soldiers. Thus, the number of the applicants increased from 3 to 50. Meanwhile, the recommendations were gradually disappeared.

The most fierce contest came from the expertise examination. It included politics, technology and other military skills. All the applicants were undergraduates. Some of them were graduates and many of them got dozens of certificates or have dozens of publications. After the intensive competition, Zou Jianghua, political instructor from the eight company of a brigade and other 5 people became the candidates. It was said that this group army would also draw up the Cadres' Promotion Specifications for the Group Army.
