Our Party has always attached great importance to strengthening Party building ideologically and theoretically, and has always adhered to arming the whole Party with Marxism.

The important thought of the "Three Represents", together with Marxism-Leninism, Mao Zedong Thought and Deng Xiapoing Theory, constitutes a unified scientific system imbued with the same spirit, and is the latest achievement of development of Marxism in China.

It is a guideline for us to attain the grand goal of building a well-off society in an all-round way. Under the new historical conditions, to uphold the important thought of the "Three Represents" is to uphold Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory; to hold high the great banner of the important thought of the "Three Represents" is to hold high the great banner of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory.

In this historical period in which the world is undergoing great transition, the society is experiencing great changes and China is witnessing great development, whether our Party can stand ahead of the times and lead the entire Chinese people to advance with a pioneering spirit, the key is whether our Party can better grasp and apply the latest theoretical achievements of the Party, and to guide the new practice with innovative theory.

Therefore to start a new upsurge of studying and implementing the important thought of the "Three Represents" has a direct bearing on the overall situation of the Party and nation's work; it has a direct bearing on the magnificent goal of building a well-off society in an all-round way and rejuvenation of the Chinese nation as well as the long-term development of the socialist cause with Chinese characteristics. We must fully recognize the significance of starting a new upsurge of studying and implementing the important thought of the "Three Represents", and make fresh achievements both in arming our minds with the important thought of the "Three Represents" and using it to guide our practice.

The important thought of the "Three Represents", as a guiding ideology that the Party must follow for a long time to come, is a fundamental guideline for development of various undertakings of our Party and the country, as well as a scientific guidance for army building and reform. Given the new world military changes, and under the new historical condition of reform and opening up to the outside world and development of socialist market economy, our army is faced with many new challenges. However as long as we persist in arming the minds of all officers and men with the important thought of the "Three Represents", firmly establish the guiding position of the important thought of the "Three Represents" in various work of our army, we can ensure the correct direction of our army building, resist the erosion by decadent ideas and culture, and maintain the political firmness and ideological and moral purity. We can seize critical opportunity amid fierce global military competition, and constantly enhance deterrent power and actual fighting efficiency of our army under hi-tech condition, promote a leapfrog development of the army's modernization drive, and accomplish the two historic tasks of being capable of winning and never degenerating.
