Exploring new mechanism on talent management ( 2003-07-10 10:28) (PLA Daily)
Since mid-June, 36 new experts came into the¡¡Nanjing Science and Technology
Innovation Workstation of the General Staff Headquarters to tackle 3 important
subjects. Meanwhile, after finishing 5 subjects successfully, 46 experts have
left the station.
In order to attract more experts from army and civilian departments, the
station had already established a flexible and efficient management mechanism
and has finished 18 key research on important military subjects, provided strong
technical support to the military innovation with Chinese characteristics.
The station was established at the end of 2001. As a scientific innovation
institution, it adopted an expert appointment system according to the
requirement of special tasks instead of having full time experts.
These experts would leave the station after finishing their tasks. The
station also adopted a public bidding mechanism to inject the vitality to the
scientific research work. By now, it had already attracted over 420 experts from
army and civilian depantments.
