An unexpected disaster "attacked" several chemical enterprises of Minhang District of Shanghai. "Poisonous gas leakage!" " Water supply pipes blow out!" with the alarm signals, the well-equipped chemical defense militia detachments implemented rescue immediately.

The scene happened in the drilling spot of Militia Chemical Defense Team of the PLA Shanghai Garrison on June 24.

As a metropolis, Shanghai is also an important base of chemical manufacture, reserve, transportation and usage. The city has more than several thousands of poisonous chemical commodities and several hundreds units have been listed as major dangerous chemical objects.

Considering the natures of chemical accidents of abruptness, wide scope of jeopardizing and high requirement of urgency rescue, the Shanghai Garrison organized a number of militia detachments to act as chemical defense rescue units in 19 districts and counties, which is not only the requirement of expanding the functions of the militia detachments in the new situation, but a necessary to combine the requirement of peace and war time to deal with unexpected chemical defense rescue.

They selected Minhang District as pilot to set up militia chemical defense rescue unit. With several months' drilling, the Shanghai Garrison had developed a means consisting of the development of equipment, personnel recruitment and emergency procedures in establishment of militia chemical defense rescue unit.

In line with the principle of "combine peace and war time requirement, fit in expertise, facilitate in management and usage", they set up commanding unit in the armed forces departments at the districts, counties and large enterprises level, equipped the units with not only military anti-chemical-weapon equipment and chemical weapon detectors but also civilian detection equipment.

They also adopted measures to bring the professional training of militia detachment units into plans and in line with the principle of "highlighting the major items and implementing training separately" to make full use of the training base and exert the model role of the military chemical defense unit.
