An academic comment in Tuesday's PLA Daily stressed the importance of a new military concept. The author called it the "command of all space", the core of the command system, which likes a "pearl on top of a crown."

The article described the history of humans as a "history of human anabasis towards new space." According to the author, military development is based on seeking the command of the battlefield. With their activities still limited within the confines of continents, humans pursued the command of land. Then they began to seek the command of the sea, the sky and the space, followed by electromagnetic waves and the Internet. As human beings approach the 21st century, they search for the "command of all space."

The dimensions of land, sea, sky, space, electromagnetic waves and the Internet are combined into four levels in the author's thought. The third level includes the deep command of land-sea and the deep command of sky-space-wave-Internet. The fourth level, also the highest, is the command of all space. The latter levels are upgrades of the lower levels and the height of the level reflects dominance on the battlefield.

According to the article, the notion of the "command of all space" permits free action in all divisions of the battlefield and, at the same time, suppresses a rival's actions.

The "command of all space" is the result of controlling all the aspects of the fighting areas, including land, sea, sky, space, the wave and the Internet. The "command of all space," the highest stage of assuming control on the combat field predicts the advent of a military monopoly, which is the military embodiment of a sole-power world on the battlefield.

Dubbing the Net-centered war as the core of future warfare, the article referred to the Internet as a "miracle net" where any of its terminals could be sensed by others while simultaneously cooperating with others. With a compatible, interactive function between the terminals and the whole, the net has a extraordinary power of sensitivity and killing.

To "command all space" and to pursue an absolute advantage in the battlefield is, the article suggested, the dream of the US Army in the 21st century.

The article also noted that for countries reluctantly matching the superpower in commanding all space, with their resources exhausted, it is more sensible to watch the movement of the superpower and to conjure up solutions through related strategic study. Particularly, they should avoid the danger of sacrificing the qualification of fighting on the battlefield.　

However, the author concluded that there is nothing absolute in the world. As one side tries to maintain a mastering position, its opponent will soon brew up a counterattack. Wherever there is dominance, the article advised, there will be resistance, and wherever there are crises there will be chances. On the other hand, it must be recognized that no absolute security can be achieved, because even the "command of all space" could not function on a non-combating field.
