The performance of PLA's procurement officers have greatly improved,
said the General Armaments Department, adding that 30 of its officers are
certificates holders for senior assessors in quality systems while 600 others
are qualified as junior assessors and another 3 000 are intern or internal
assessors.
The various armaments departments at all levels recruited graduates with
Master's degrees and Bachelor's degrees from civilian universities and military
engineering academies and technical personnel with Master's or higher degrees
from the military equipment manufacturing industry. 90% of the PLA's armaments
staff now hold Bachelor's degree while 10% are graduate students. The four
headquarters/departments tried to stabilize its armaments procurement teams by
increasing the percentage of senior specialized technical posts for
representatives to military equipment manufacturers and making its front line
personnel better paid and housed.
The headquarter/departments' policy is "no training no Job, no training no
promotion". More than 70 training classes and 80 armaments quality-assessing
classes were held in the past years, educating more than 270 senior cadres and
more than 2 000 new military representatives and armaments procurement
officers.
