Policies to cut 4% medical expenses

The Shanghai municipal government has announced a series of new policies to reduce the city's medical budget by 4 per cent from last year, Wenhui Daily reported.
The medical costs have increased rapidly over the last few years, by far exceeding the city's health budget.
Hospitals do not exercise caution or moderation while prescribing medicines and tests.
Also, some people get subsidized medicines from hospitals and sell them in the black market.
The new policies will assign a hospital to work under a budget fixed according to its size.
