CPPCC to begin annual meeting
The National Committee of the Chinese People's Political Consul-tative Conference (CPPCC) is China's top political advisory body. It serves as a key mechanism for multi-party co-operation and political consultation under the leadership of the Communist Party of China (CPC), and is a major manifestation of China's socialist democracy. According to the Constitution, multi-party co-operation and political consultation under the leadership of the CPC is the country's basic political system.
The CPPCC is cross-section of society composed of CPC members, the eight non-Communist parties, non-governmental organizations, public figures without party affiliations, representatives of local communities and ethnic minorities, representatives of our compatriots in Taiwan, Hong Kong and Macao, and returned overseas Chinese, as well as individuals invited as special representatives. Known as the government's "think tank," the CPPCC committees at all levels contain large numbers of public figures from various walks of life. Putting forward proposals is the most direct way for CPPCC members to participate in State affairs and the drafting of national policies. The main function of the CPPCC is to hold political consultations, exercise democratic supervision and concern itself with the country's governance.The CPPCC may hold meetings to put forward proposals to the CPC and the government, and its special committees may do the same. CPPCC members may conduct inspections, put forward draft resolutions, report on particular issues and make proposals and criticisms through various means. The CPPCC session convenes simultaneously with the session of the National People's Congress the top legislature, and its members attend the NPC as nonvoting deputies. CPPCC members are elected for a five-year term. |
