Bilateral relations between China, Kyrgyzstan

Review of the Bilateral Political Relations On January 5, 2002, Chinese President Jiang Zemin, Foreign Minister Tang Jiaxuan and Kyrgyz President Askar Akayev and Foreign Minister Sansyzbayevich Yimanaliyev mutually sent telegrams of congratulation to their counterparts on the occasion of the 10th anniversary of the establishment of Sino-Kyrgyz diplomatic relations. From January 16 to 19, 2002, the Chinese Government delegation headed by State Councilor Simayi Aimait visited Kyrgyz and met with Kyrgyz President Akayev, Speaker of the Upper House of the Kyrgyz Parliament Borubayev, and Speak of the Lower House of the Parliament Alkebayev. The delegation also attended the celebrating activities of the 10th anniversary of the founding of bilateral diplomatic relations. From April 16 to 19, 2002, Vice Chairman Hudayibgenrov of the Assembly of People's Representative headed a delegation to attend the third annual meeting of the Association for Asian Parliaments for Peace (AAPP), held in Beijing. Li Peng, Chairman of the Standing Committee of the National People's Congress (NPC) met with the delegation. On April 26, 2002, Chinese Foreign Minister Tang Jiaxuan held bilateral talks with his Kyrgyz counterpart Yimanaliyev when he attended Foreign Ministers' Meeting of the SCO members, held in Moscow. On June 7, 2002, President Jiang Zemin held bilateral talks with his Kyrgyz counterpart Akaev during his attendance at the Summit Meeting of the Shanghai Cooperation Organization (SCO) members, held in St Petersburg, Russia. From June 23 to 25, 2002, At the president of Jiang Zemin, Kyrgyz President Akaev paid a work visit to China. President Jiang, Chairman Li Peng of the Standing Committee of the NPC, and Premier Zhu Rongji respectively met and held talks with Akayev. The two sides signed Sino-Kyrgyz Treaty of Good-neighborliness and Cooperation, the Agreement on the Exchanges of the Citizens between China and Kyrgyz, the Agreement on Sino-Kyrgyz Cooperation in the Field of Energy, the Agreement on the Avoidance of the Double Tax between China and Kyrgyz, and the Agreement on Mutually Acknowledging Academic Degrees and Certificates between China and Kyrgyz. From August 9 to 12, 2002, the CPC delegation, headed by Deputy Head of the International Liaison Department of the Central Committee of the Communist Party of China (CPC) Cai Wu, visited Kyrgyz. The delegation respectively met with Kyrgyz President Akayev, Prime Minister Nikolay Tanaev, Chairman of the Assembly of People's Representative Borubayev and Foreign Minister Aitmwatov. From October 28 to November 1, 2002, the Chinese delegation headed by Cheng Siwei, Vice Chairman Standing Committee of the National People's Congress, headed to Kyrgyz to attend the Summit Meeting of the International Mount Year. The delegation respectively met with Kyrgyz President Akayev, Primie Minister Nikolay Tanaev, Chairman of the Assembly of People's Representative Borubayev, and Chairman of the Legislative Assembly Alkebayev. On November 18, 2002, Kyrgyz President Akayev sent a letter to Chinese President Jiang Zemin congratulating upon the successful closure of the 16th National Congress of the Communist Party of China. On the same day, Akayev extended a congratulatory letter to Hu Jintao on his election of General Secretary of the Central Committee of the CPC. From December 10 to 16, 2002, Kyrgyz Foreign Minister Aitmatov paid an official visit to China at the invitation of Foreign Minister Tang Jiaxuan. During the visit, the two ministers held talks and signed the Agreement on the Cooperation between China and Kyrgyzstan in Fighting Terrorism, Separatism, and Extremism. On March 14, 2003, Chairman Borubayev of the Assembly of People's Representative extended a message to Chairman Jia Qinglin of the Chinese People's Political Consultative Conference (CPPCC) congratulating upon his successful election. On March 15, 2003, Borubayev, Chairman of the Assembly of People's Representative, extended a message to Wu Bangguo, Chairman of the Standing Committee of the National People's Congress (CPC), congratulating upon his successful election. On the same day, Kyrgyz President Akayev sent a letter of congratulation to President Hu Jintao on his election. On March 16, 2003, Kyrgyz Prime Minister Nikolay Tanaev extended a message to Premier Wen Jiabao congratulating upon his successful election. On March 17, 2003, Kyrgyz Foreign Minister Aitmatov sent a message to Foreign Minister Li Zhaoxing congratulating upon his appointment. On April 29, 2003, Foreign Minister Li Zhaoxing held bilateral talks with his Kyrgyz counterpart Aitmatov during his attendance at the Foreign Ministers' Meeting of the Shanghai Cooperation Organization (SCO) members held in Almay-Ata, Kazakhstan. On May 28, 2003, President Hu Jintao held bilateral talks with Kyrgyz President Akayev when he attended the Summit Meeting of the SCO members held in Moscow, Russia. II. Bilateral Economic and Trade Relations and Economic and Technological Cooperation From August 26 to 30, 2002, the Chinese economic and Trade delegation, headed by Assistant Minister of Foreign Trade and Economic Cooperation Chen Jian, visited Kyrgyzstan and met with Kyrgyz President Akayev, Prime Minister Tanaev, Vice Prime Minister Autaolbayev, Foreign Minister Aitmatov, and Minister of Trade and Industry Cheyianbkev. The delegation, together with the Kyrgyz Prime Minister, also attended the completion ceremony of Sino-Kyrgyz joint paper mill, held in Bishkek. From September 4 to 5, 2002, the second meeting of Xinjiang-Kyrgyz Working Group under the Sino-Kyrgyz Joint Economic and Trade Cooperation Committee was held in Urumqi, the capital city of Xinjiang Uygur Autonomous Region. From September 11-12, 2002, the Kyrgyz delegation headed by Minister of Trade and Industry Cheyianbkov visited China to attend the China Fair for Trade and Investment held in Xiemen, East China's Fujian Province. The delegation also paid a visit to Shanghai. According to statistics from the General Administration of Customs of China, China-Kyrgyz trade volume was US$201 million, up 69.8 percent from the previous year. Of the total, China's export was US$146 million, and import US$55 million. III. Bilateral Exchanges and Cooperation in the Fields of Culture, Science and Technology and Education On April 12, 2002, the first Cultural Ministers' Meeting of the Shanghai Cooperation Organization (SCO) members was held in Beijing. Kyrgyz Vice Minister of Education and Culture Ausimanrov attended the meeting. From September 24 to 27, 2002, Vice Minister of Education Zhang Baoqing visited Kyrgyzstan and held talks with Kyrgyz Minister of Education Balchurowa. He also attended the establishment ceremony of the Chinese Studies Center under the Bishkek University of Humanity. |
