Premier Wen Jiabao and Sanader sealed the deal in Beijing and witnessed the signing of three more agreements aimed at fostering better business and trade co-operation in the fields of banking and energy.
Wen said China and Croatia have always maintained a friendly relationship and there is no unresolved problem between them.
He said the establishment of the comprehensive co-operative partnership marks a new phase in the countries' relations and added that China expects more high-level exchanges to enhance mutual political trust.
He pledged to create favourable conditions for the co-operation between the small and medium-sized enterprises of the two countries and to promote trade relations by implementing large co-operative projects.
Sanader agreed with Wen's comment on the bilateral relations, saying his country is willing to strengthen co-operation in politics, trade, technology and culture with China.
The five-day tour, which started yesterday, will also include Xi'an, capital of Northwest China's Shaanxi Province, and Shanghai Municipality.
Sanader, on his first visit to China after assuming the position, took with him about 20 Croatian entrepreneurs from oil, machinery, banking and food sectors.
On economic and trade co-operation, Lada Simunic, minister counselor of the Croatian Embassy in Beijing, said there remains great potential in the field and her country is trying to promote more Croatian exports to China.
