根据第二次提请全国人大常委会会议审议的个人所得税法修正案草案，我国个人所得税起征点由原来草案规定的1500元，调整为1600元。这是在充分吸收立法听证会上的公众意见后做出的决定。

Cutoff的意义很丰富，可以指“指定的期限或终结点”、“近路、捷径”、“中断”等等。如：a cutoff of funds（资金的中断）；an electricity cutoff（停电）。报道中的cutoff point指的是“起征点”，那么，personal income tax cutoff point 也就是“个人所得税起征点”。
