China's first national plan for land utilization will be completed by 28 central government ministries and departments by the end of 2011 in order to curb the current disordered land market. The scheme will guide the development, use and management of land according to a strategic and comprehensive plan, said Xu Shaoshi, minister of land and resources.
Every year, about 15 million people from rural areas move to cities, creating a demand for 2.3 million mu (153,000 hectares) of housing, about half the country's construction area.
