MOSCOW - Russian Foreign Minister Sergei Lavrov said Monday that his country refused to recognize the rebel National Transitional Council as Libya's legitimate government.

"Those who declare recognition stand fully on the side of one political force in a civil war," Russian Foreign Minister Sergei Lavrov said.
