Zhang tells Macao to cherish gains, bolster growth
China's top legislator Zhang Dejiang told the people of the Macao Special Administrative Region on Tuesday to cherish the success gained by adopting the One Country, Two Systems principle while taking part in the national development plan.
The chairman of the National People's Congress Standing Committee made the remark when meeting with about 150 representatives from different sectors on the second day of his three-day inspection visit to Macao.
Zhang attributed Macao's achievements since the handover in 1999 to the city's determination to adhere to the One Country, Two Systems principle while making full use of the benefits brought by two systems.
He praised the Macao government and different sectors of the city for upholding three essential guidelines in implementing the principle. He listed them as: one country is the prerequisite for two systems; Macao should be administered by those who love the country and the city; and the central government authorizes a high degree of autonomy.
Macao has implemented its executive-led system under the central government's overall jurisdiction in the city. It had also boosted its economy and enhanced people's livelihoods, Zhang said.
He also praised Macao for setting a good example in safeguarding the country's national security. He noted that the city had taken a lead in legislating Article 23 of the Macao Basic Law - a part of its constitutional document that deals with security.
Zhang added that only through continuing to love the country and the city could Macao secure its long-term prosperity.
He said Macao's schools should promote traditional values to help the younger generation learn more about the country's history and culture.
Zhang said Macao should seize development opportunities brought about by the Belt and Road Initiative, the Guangdong-Hong Kong-Macao Greater Bay Area and other central government policies.
