NE China's private sector is not mature enough
At Jilin province's recent People's Congress session, one deputy said that the provincial private sector growth is still weak overall along with economic development and could easily get hurt in a recession and called for Jilin to introduce more private companies to keep it competitive in the private sector.

Jiang Wei went on to explain, "Because most of our small-to-medium-sized companies are self-interested and focus on short-term gains and pay little attention to product quality or branding and personnel training, we need a good way to get local entrepreneurs to change their way of thinking and learn new things," then added that cultivating entrepreneurs is vital to the development of the private sector.
Jiang concluded by saying that the government needs to come up with preferential policies for the real economy because a large amount of cash has gone into a "fictitious economy" which is one cause of a decline in the real economy and that a spirit of honesty, and innovation are badly needed.
