The slowdown of the Chinese economy constitutes the main characteristics of the new normal, under which the government of Jilin must look for new growth points and develop new driving forces for sustainable growth, the governor said.

Jilin plans to deepen supply-side reform, allocate production factors efficiently, enhance the quality and efficiency of the supply system and adapt the province's economy to better satisfy consumer needs.

The province also plans to reform its State-owned enterprises and make efficient use of State-owned capital, deepen its reform of science and technology to enhance the commercialization of research results and make innovation a foundation for future development.

Jilin is looking to adjust its economic structure. The region has a long legacy of supply industries, which account for a large proportion of its economy, despite a slowdown in growth. Jilin will strengthen its ability in research and development, make good use of Internet technology and cultivate emerging industries, Jiang said. With new strength from such innovations, the Jilin government plans to refocus its attention from expansion to adjustment, and strike a balance in regional development.

The Jilin government has always regarded the improvement of its residents' livelihoods as its largest responsibility, Jiang said, and sees that as the purpose of development. The government will try its best to solve fundamental problems related to people's interests and take care of those in need, so as to maintain social justice and fairness.

Jiang said the provincial government would improve its work efficiency and services, expedite the construction of a rule-of-law government and contribute to the renewal of its old industrial base.

The key tasks of the provincial government are to do its best to maintain steady economic growth, improve the precision and efficiency of the government's macro-economy control, and play up the role of investment and consumption in spurring economic growth, he said.

The province plans to eliminate overcapacity industries such as iron and steel, cement and coal, and close down "zombie enterprises" that are not profitable.

Jilin plans to improve its infrastructure, in which investment is to increase 10 percent year-on-year in 2016, Jiang said.

The government plans to cultivate new consumption hot points in aged care nursing, information, housing, sports, village consumption, education, e-commerce and medical care.

Jilin intends to increase its input into large science and technology projects, such as satellites, information, advanced equipment manufacturing, new materials, new medicine, telecommunications and rare earth resources. Jiang said the government would accelerate the development of cloud computing, big data, geo-spatial information and smart city construction.

While maintaining an annual grain output of about 34 billion kilograms, Jilin will actively modernize the operation and management of its agriculture production and marketing, Jiang said.

The province plans to develop two city clusters, with Changchun and the city of Jilin as their centers, and integrate the two with the Harbin cluster in Heilongjiang province.
