Northeastern rust bell revitalizes through industrial transformation
Since 2015, Changchun, capital city of Jilin province, has accelerated the transformation and upgrading of manufacturing industries in the northeast through encouraging multiple industry growth poles and developing cutting-edge technological autos to revitalize the continuously decreasing automobile output.
The value of gross output growth in Changchun from January to November in 2016 reached 8.6 percent and the quality, industrial structure, and innovation capability have vastly improved.
Turn a one-pillar situation to multiple growth poles
Developing diversified economic growth poles is necessary for the promotion of both Changchun's industry and the entire northeastern rust bell.
Take Changchun as an example; the government has attempted to reinforce the advantageous industry and at the same time, accelerate the development of emerging industries.
Bai Xugui, deputy mayor of Changchun, said the government intends to expand the automotive industrial chains and create a whole component system to improve Changchun's core competitiveness and ability to provide auto parts.
Meanwhile, innovative food processing and manufacturing of new energy vehicles and high-speed trains are quickly being developed in the area.
The CRRC Changchun Railway Vehicles Co., Ltd is enhancing its abilities to manufacture high-end devices and intends to maintain more CRHs.
Bai said that the maintain charge is about 30 million yuan ($4.34 million) for each CRH, which holds a huge market.
Developing cutting-edge products
Many optoelectronic enterprises focusing on developing grating ruling, alternating LED and optical imaging, have emerged in recent years, relying on research support from the Changchun Institute of Optics, Fine Mechanics, and Physics of the Chinese Academy of Sciences.
Wang Jiaqi, academician in Changchun, said the remote sensing information service industry has been under developed since the launch of the Jilin-1 — China's first commercial remote sensing satellite.
Many scientific achievements made in Changchun were then only put into practice in other cities, which restricted innovation.
Thus, the Changchun government started to integrate scientific resources with established transformation platforms, innovative centers, and combined research institutes into the local economy so the city could reap the most benefits.
To date, the local conversion rate of scientific achievements has increased from 15.1 percent to 27.7 percent since 2010, and a batch of strategic innovative industries is developing to become a significant supporting feature for economic growth in Changchun, and even all of Jilin province.
