Talents are being gathered in educational and technological centers and a reasonable and orderly talent flow should be managed jointly by the government, the market, and the talents themselves, said Li Yuanyuan, a Jilin deputy and president of Jilin University.

Some talents started to return to Northeast China in 2015 after years of talents outflow, which was led by the downfall of the Northeast rust belt.

"There were nearly 50 returneess of national level talents in 2016, which was equals to the total number inof the past three years,." Li said.

However, talent outflow in western and northeastern China is still serious.

Li supposed that it is because of the high salaries in other enterprises that attract talents to give up their research in colleges.

Evaluating talents and making a more reasonable wage standard is also indispensable to guarantee the basic interests of talents , Li said.

He suggested the government to put forward policies on encouraging talents to participate in developing enterprises in western and northeastern China and to offer additional expenditure resources to for these areas to attract and maintain talents.

Li also reminded talents to urge themselves to do more research, gain significant academic achievements, and contribute to the development of western and northeastern China.
