A meeting focused on explaining and publicizing the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China was held on Nov 13 in Changchun, the capital city of Northeast China's Jilin province. The gathering attracted the participation of current leading officials and retried officials at the provincial level, leaders of important Party and government departments at the provincial level, Party members and cadres directly under the provincial government and representatives of the general public in the province.

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China adopted the Party leadership's proposals for formulating the 14th Five-Year Plan (2021-25) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035.

Yang Weimin, deputy head of the Office of the Central Leading Group on Finance and Economic Affairs, presented a detailed interpretation of the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China. Yang explained significant situation judgments, major theoretical viewpoints, major goal arrangements and important tasks and measures proposed by the critical plenary session.

Bayin Chaolu, Party secretary of the province, stressed at the conference that the current crucial political task of the whole province is to learn the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China well and summon the wisdom and strength to realize the targets and tasks set by the CPC Central Committee. At the same time, it is necessary to promote the study and publicity of the spirit of all departments in different areas and regions, and all departments should always adhere to the combination of learning and application.

The conference was held in online and offline forms. Relevant personnel from all cities (prefectures), Changbai Mountain Protection Development Zone, Changchun New Area, China-South Korea (Changchun) International Cooperation Demonstration Zone and Meihekou city attended the meeting via online video from branch venues.
