Founding ceremony held for Qinghai Zhongguancun High-tech Industry Base

On the morning of June 8, 2012, the founding ceremony of Qinghai Zhongguancun High-tech Industry Base, also known as the Haidong Science and Technology Park, was held at the Haidong Industrial Zone. Ren Qiangwei, secretary of the Qinghai Provincial Committee of the CPC, Gao Yunlong, vice-governor of Qinghai province, Guo Hong, director of the Administrative Committee of Zhongguancun and representatives from prestigious universities such as Peking University, China Agricultural University and Beijing Jiaotong University, attended the breaking ceremony.

Zhongguancun is an area with the most intensive education and human resources in the field of science and technology. It also nurtures some of the most high-end industries in the country. Since Qinghai and Beijing signed a cooperation agreement on science and technology education in 2009, Haidong and Zhongguancun have been working on initiating the Zhongguancun High-tech Industry Base. With the support of the Qinghai Provincial CPC Committee, Qinghai provincial government, Beijing Municipal CPC Committee and Beijing municipal government, the base is now ready in Haidong.

The Haidong Science and Technology Park was established in March 2012 inside the Haidong Industrial Zone. The first phase of the Park will occupy 359 acres with transportation and geological edges. The Qinghai Zhongguancun High-tech Industry Base is the first radiation base that Zhongguancun has ever set up out of Beijing.

The Administrative Committee of the Zhongguancun Science Park said it would recommend high-tech enterprises to the settle in Haidong and introduce 26 universities in the science park. It also offers support to the region on technology transfer, talent training and enterprise incubation.

In five years, the Qinghai Zhongguancun High-tech Industry Base plans to attract 300 enterprises with an expected output value of 10 billion yuan. It plans to attract 8,000 talents, including 200 Chinese overseas returnees, 200 PhD degree holders and 300 leading technical and management personals. Ten specialized parks with supporting facilities will also be built at the base.

In addition, the base will feature a series of platforms for business incubators, financial services and talent training. It will establish a Post-Doctoral Research Center, a national key laboratory and introduce venture capital companies while nurturing listed companies. The base aims to develop into a "science and technology innovation center, a talent gathering base and a business incubation base" for Qinghai province.

So far, eight companies have settled in the Park. They have signed projects including the 100-million-yuan Baineng Energy Storage Project, a 150-million-yuan high-tech energy project and the China Mobile Qinghai date center (Cloud Computing) with a capacity of 1,600-rack services. On top of that, the Haidong Science and Technology Entre Building that holds ten specialized parks, the Internet of things and the Hanna new media and energy conservation park have also been signed.
