Qin Chijiang, born in Shuangfeng, Hunan province, in 1936, graduated from Hunan Bank School as a junior college graduate. He studied Marx's economic theory under the instruction of Professor Liu Guangdi, a famous economist during the 1980s.
He has been engaged in statistics, planning and currency circulation in finance grassroots units for a long time. Since 1980, he successively held posts as deputy director of the Provincial Branch Financial Research Institute of the People's Bank of China, deputy managing editor of China Finance Publishing House, director of the Head Office Financial Research Institute of the People's Bank of China, and deputy to the Ninth Session of the National People's Congress.
At present, he is the managing director of the China Council for the Promotion of Technology and Finance.
His representative books include: Research on Economics of the Primary Stage of Socialism, Financial Markets, and Changes of Financial Systems.
