Q6: What application materials must be submitted when an enterprise is registered in Zhongguancun for longer than a half year but less than one year when it applies for certification?

A: (1) Application form for certification of a high-tech enterprise;

(2) Duplicate of corporate business license and tax registration certificate (photocopy);

(3) Number and educational background of employees in the enterprise, and the ratio of R&D personnel to all employees in the enterprise;

(4) A special audit report on the R&D expenditure of the enterprise from the establishment date to the month before the application as appraised by an intermediary institution, which has specified qualification and conforms to the related conditions prescribed in the Certification Measures.

(5) The financial statements of the enterprise in the recent three years (including balance sheets, profit distribution statements and cash flow statements) appraised by a qualified intermediary institution.

(6) Documents that can prove the enterprise's technical innovation activities, including intellectual property certificates, exclusive license agreements, production approval documents, documents proving new products or new technologies, product quality inspection reports, certificates for approval of science and technology programs at or above the municipal level, and other relevant supporting documents.

Q7: Is there any modification in the scope of the technical sectors included in the pilot program?

A: The program still covers: electronic information technology, biological and new pharmaceutical technology, aeronautic and astronautic technology, new material technology, high-tech service industry, new energy and energy conservation technology, resource and environment technology and reformation of traditional industries by high and new technology.

Slight adjustment is referred in the High and New Technology Sectors Under the State Support (Trial in Zhongguancun Science Park).

Q8: Should intellectual property be subject to a certificate?

A: According to the Notification, intellectual property is subject to an authorization certificate or notification of authorization and a payment receipt (the enterprise shall provide an authorization certificate within one year after it obtains a high-tech enterprise certificate. Otherwise it shall pay back tax).
