A press conference on the Regional Blue Book written by the Beijing Academy of Social Sciences and published by Social Sciences Academic Press, along with a seminar on Chinese Regional Economy Development came off successfully recently in Beijing. Chief editor of the Regional Blue Book, and Vice President of the Beijing Academy of Social Sciences, Zhao Hong, launched the Chinese Regional Economy Development Report 2015~2016 with his research group. One of the authors of the report, Zhang Jinwen, who is from the Zhongguancun Innovation and Development Research Institute, pointed out in his article The Strategic Consideration on How Zhongguancun leads the Beijing-Tianjin-Hebei Region to Build the Community that Zhongguancun is playing a leading role in the construction of the Beijing-Tianjin-Hebei regional innovation community.

In Zhang's view, collaborative innovation is the key to regional development. The Beijing-Tianjin-Hebei Region should take advantage of the innovation resources in Zhongguancun, accelerate the consociation of Zhongguancun and the Tianjin-Hebei Region, start a series of momentous innovation projects, construct a collaborative network for the Beiing-Tianjin-Hebei Region in the form of '1+4+3+n', speed up the integration of regional innovation and business startup systems, and position the community at the front of the country in the fierce global economic and technical competition.

Zhang also put forward four strategic key points in the process of collaboration: leading the organization and cooperation of regional industry chains on the basis of effective function layout; constructing the regional development framework under the support of the 'Great Channel' policy; building the integrated innovation and business startup system with a reasonable allocation of innovation resources; and improving the regional ecological environment by focusing on shared ecological management.
