Niuhua is a traditional local dish in Fuzhou, Fujian province. For a really delicious dish of Niuhua, you need fresh beef, then remove the fat, then slice it and mince the slices. Then add sweet potato flour and work it into the slices. Then simmer the slices in water And, finally, flavor the Niuhua with salt, pepper, rice vinegar and chopped scallions.
