Guizhou has announced that 5 percent of administrative expenses of government and Party organs at all levels in the province will be cut to support the "9+3" Plan.

The "9+3" Plan was established to consolidate and improve nine-year compulsory education and three-year free secondary vocational education.

In addition to cutting administrative fees, Guizhou will set up an investment guarantee mechanism for the "9+3" Plan in provincial, municipal and county governments and collect education funds from different sources, including special education funds, public finance and budgeting funds, and governmental funds.

The education funds should be used to develop vocational education at a reasonable rate. The relevant leading department should increase investment in vocational schools under their administration. The tax authority will adopt preferential tax policies for enterprises cooperating with enterprises run by vocational schools.
