Guizhou is vigorously carrying out its "9 + 3" plan for compulsory education and free vocational education in 2013. As of 2015, Guizhou hopes to complete the vocational education plan and enroll 330,000 students.

Guizhou plans to build or expand as many as 115 vocational schools by the end of 2013 to meet the target of promoting free vocational education in the province.

However, the plan requires 22,000 more teachers. To tackle the problem, Guizhou will open more recruitment channels.

“We will provide various preferential policies to attract more vocational school teachers, including subsidies and housing preferential policies,” said Zou Lianke, an education inspector from the Guizhou Provincial Education Department.
