A good way to measure if a city is home to a civilized population may be to assess issues regarding morality and social responsibility.

Guiyang is a pilot city in this assessment in China and it plans to increase what it calls "moral education" with a series of activities aimed at increasing integrity and moral values among its residents.

Among the activities planned to address the issue, Guiyang is set to ask NPC members, CPPCC members and several people who are seen as role models to investigate the reported lack of integrity and social morality - especially in the food industry and also in various public places.
