Ecological environment is Huaxi's trump card

Huaxi district, cited as the "Plateau Pearl" of Guiyang, Southwest China's Guizhou province, is trying to seize on opportunities from the landing of Zhongguancun Guiyang Science and Technology Park.

Industry and manufacturing development of Huaxi has lagged behind in the past, despite its strong ecological environment and tourism. Only 99 enterprises in the district can guarantee their annual value of production will hit 5 million yuan.

A breath of fresh air came when the State Council approved Guiyang's new administrative division on Nov 2012. Xiaohe district, whose industry and manufacturing has developed well, will be a part of Huaxi district instead of an independent district.

"We will remedy Huaxi's limitations by injecting industrial parks, for example Xiaomeng industrial park (belonging to Xiaohe district before)," said Xiang Zikun, chief of Huaxi district.

"Opportunities come with the landing of Zhongguancun Guiyang Science and Technology Park," said Xiang. Huaxi district has brought in 10 projects, with three completed and seven under construction.

Huxi, positioning itself as a development area of the central urban area, achieved 276 million yuan ($45.6 million) in general fiscal revenue last January, an increase of 45.14 percent year-on-year.

Huaxi's close geographical proximity to the Gui'an economic zone gives the district a huge talent market and industrial foundation. Xiang Zikun said that Huaxi will utilize big data resources to develop electronic business, intelligent tourism, intelligent transportation and relative industries.

"Virtual economy is the trend, but real economy is the foundation," Xiang said. Huaxi is selecting a site to construct an IT industrial park to interact with Gui'an district in software research and products service.

"We lag behind in the development of industry and manufacturing, but we have ecological principles when bringing in enterprises," said Jiang Xianmei, deputy director of the Huaxi industry and technology bureau.

To protect the environment, Huaxi has attracted 760 million yuan to invest in constructing the Guizhou Huaxi Yunding wind power plant, the first phase of which is already in operation.

"We will spare no efforts to protect the ecological environment, which is our biggest advantage. When we succeed, we will make a difference," Xiang said.
