Wang Guoping, member of the standing committee of CPC Zhejiang Committee and chief secretary of CPC Hangzhou Committee, announced the ceremony open. Cai Qi, deputy secretary of CPC Hangzhou Committee and mayor of Hangzhou, delivered a speech on the ceremony.

Cai said that the carless Sep 22, which is the third No Car Day for Hangzhou, has effectively promoted the green means of transportation. This is a promise by the government that Hangzhou has been committed to develop public transportation and improve the traffic conditions. It has also helped strengthen the public’s commitment to a green city, prioritize the public transport and improve people’s lives.

A traffic system of great quality is basic to a city of quality lives. Cai Qi, on behalf of the CPC Hangzhou Committee and the Municipal Government, promised to all people living in Hangzhou that a greater public transportation system will be set up including subways, buses, taxis, water buses and free bicycles. The free bicycles will greatly ease the transportation pressure on buses, so the next step, more efforts will be put in to restore the bike ways and sidewalks. The improving conditions of public transport will help come to a sustainable development of the traffic system.
