On September 23, 2009, Ruzhou city held a grand ceremony at Erlidian to kick off the treatment project, marking an all-round start to the effort. As a result of public tenders, the first stage project, beginning from the Jiaozhi railway bridge in the west and ending in a spot 130 meters down the No 207 national highway in the east, stretches 3.5 kilometers. The construction was separated into 10 sections. It was expected to be completed in September 2010. The project would involve 2.31 million cubic meters of earth and stone, and 16,900 cubic meters of concreting. The investment is worth 63 million yuan, including 36 million yuan for project investment and 25.3965 million yuan for land acquisition and compensation for woods and accessories.

By the end of August 2011, the first stage project for river regulation and embankment consolidation was completed. The city was busy constructing the three 600-meter-long rubber dams. The design has been finished for constructing the Ruhe Park. The 5 km river regulation project of the first stage has been commissioned to the Huaiwei design institute to prepare for reconnaissance and design. Construction will start at the end of September 2011. After that, the city will regulate the whole section of the northern Ruhe River in the city. The first stage upstream 5 km river regulation project has been reported to related competent departments.

By August 2011, the Ruhe River landscape belt penetrating the downtown area has enormously improved the habitation environments along the river.
