The central group of the Ruzhou municipal Party committee learned about the spirit of the 18th National Congress of the CPC on Nov 21. Li Shengquan, Wan Ying, Li Yunguo and many other leaders were among the attendees.

Li Quansheng, the Party secretary of Ruzhou, led the group to study the outline of the spirit of the 18th National Congress. He conveyed an important speech by Zhang Qinglin, the Party secretary of Pingdingshan. Wan Ying, the mayor of Ruzhou, conveyed the speech of Lu Zhangong, the governor of Henan province, in a large meeting of the provincial Party committee.

The report of the 18th National Congress covered major achievements the Party has made. For example, guided by Deng Xiaoping Theory and The Thought of Three Represents, the Party has fully implemented a scientific outlook on development and endeavored to improve reform and opening-up comprehensively. It has accelerated economic, political, cultural, social and ecological development. The report also analyzes the current domestic situation and has put forward the goal of achieving a well-off society in the next five years and beyond.

Li Quansheng said that the political top priority is to implement the spirit of 18th National Congress. Ruzhou is taking every means to take advantage of the development opportunity.
