Recently, the county of Linru in the city of Ruzhou, Henan province, established a series of measures to benefit people's livelihood and promote social harmony. The measures seek to enhance social management, improve social supervision and implement a base-level social security policy.
The town government is expanding publicity to inform the public of the policy. Early this year, the government customized and installed stainless steel boards for 27 administrative villages. The boards will be used to display content such as major policies of rural social security and information regarding the management of social security. The initiative will fix the past deficiencies of the board and promote an informed public.
The government is enhancing democratic policies to encourage people to be their own master. The town will allow the people to determine who can enjoy the minimum level of social security. This enhances the relationship between the Party and the masses and the relationship between the cadres and the people. The senior citizen association has also been set up, composed of veteran cadres, old members and elderly teachers. The senior citizen association specifically takes charge of base-level social security work.
The association visits every family and tallys up votes in order to determine the primary objectives of social security. It assures the effective practice of the base-level social security policy. Though the social security minimums adjust every year, the people are satisfied.
The government has enlarged supervision to allow people to respond and judge policy implementation. From a long-term perspective, Linru county seeks steps to resolve rural grass-roots disputes effectively. For example, it focuses on the three important aspects of openness, publicity and feedback, expanding the effective participation of the masses. It seeks to perfect the system, strengthen discipline supervision, advance the openness of base-level social security and improve the consciousness of the people.
Since the county implemented the minimum social security policy, there have been no petitions due to social security problems. The policy benefits the general public and promotes social harmony and stability.
