Changsha county to allocate more for people’s livelihoods

Changsha county announced on Dec 2 that it will allocate 50 million yuan ($8.13 million) more into its financial budget every year for residents’ livelihoods, Changsha Evening News reported
According to Cao Xingwei, the news spokesman of Changsha county people’s government, the county always attaches great importance to the livelihood of its residents, to which the county level financial budget has put around 4.5 billion yuan in the past three years.
Changsha county was rated as one of the top 10 counties in economic strength nationwide earlier this year. To ensure that all the people share its development achievements, the local government decided to adjust and improve its pro-people policy by adding 50 million yuan to its budget to raise seven types of subsidy standards, Cao said.
He further noted that 10.8 million yuan of the total will go to the 720,000 insured residents under the urban and rural medical care system, 3.56 million yuan allocated to the subsidies of urban and rural residents endowment insurance, 3 million yuan added to the living subsidies to people with severe disabilities, and 23.4 million yuan for endowment insurance subsidies of urban and rural residents above the age of 60.
The county government decided to give out the above four types of newly-added allowances retroactively starting from an earlier date -- Jan 1, 2014, which means that this year the county will see an increase in financial input of 40.76 million yuan.
Meanwhile, from the beginning of 2015, the county will buy livelihood insurance for all its household population, including the transient population who have temporary residence permits in the county. This move will benefit 820,000 local residents.
The county will also add its support efforts to the special groups such as low-income groups and those with mental illness from next year.
Changsha seeks to revive porcelain production
In recent years, the local government has sought to revive the region's long tradition in porcelain making and boost local industry with the cultural influence of ancient Tongguan kilns, which have a history of 1,200 years.
