Changsha city in Central China’s Hunan province is among 37 newly established experimental areas for special education reform, as designated by the Ministry of Education.

In 2011, the Changsha Special Education School was authorized by the State’s Ministry of Education as one of the nation’s first key experimental bases for offering both medical treatment and education.

The experimental base has, for the past four years, provided better healthcare and education for almost 100 disabled children and trained 20 teachers, with the said approach.

Now being listed as a pilot area as a whole, the city is expected to conduct further research and experiment on supporting policies for special education reform, and come up with a set of advanced education models, for the benefitof handicapped children. The experiment then can be applied nationwide.

Four special schools in Changsha have been chosen so far as the experimental bases. These schools, with the cooperation of local health department, disabled persons' federation and family planning commission, will carry out the experiment in three stages from 2015 to 2018.
