Livelihood project improves rural areas in Hohhot

A population of 280,000 people benefited from the “Ten Full Coverage” project in Hohhot, North China's Inner Mongolia autonomous region last year, accounting for 33 percent of its total rural residents.

Initiated in 2014, the Ten Full Coverage aims to improve the public services in Inner Mongolia . The project covers ten areas related to rural construction and infrastructure, from roads and drinking water sources to clinics and culture rooms.

Hohhot, capital of Inner Mongolia, implemented Ten Full Coverage gradually by integrating with local conditions. From 2014 to 2016, it plans to implement the project in 1,212 villages with a budget of 15.4 billion yuan ($2.42 billion), and all 965 administration villages will be covered.

In the next step, it will carry the project to other natural villages from 2017 to 2020.

Villages within 500 meters of the city’s 37 main lines, 509 in total, will implement the project with a budget of 6.15 billion yuan this year. A total of 295,000 people are expected to benefit.

To date, reconstruction has started for 19,100 households’ old and dilapidated houses, accounting for 61.45 percent of the total, with 16,695 already complete. The safe drinking water project has built 78 new water sources and rebuilt 41 ones. Roads of 1,357 kilometers will be improved, of which 1,026 kilometers are already finished.

Thanks to the project, 80 villages have already been electrified in this year. Other public services facilities such as school buildings and safety reconstruction, clinics, rooms for cultural activities and chain stores are all going smoothly.

In addition to improving rural livelihood through the Ten Full Coverage project, Hohhot will develop rural industries in accordance to local conditions, in order to vitalize rural development and improve farmers’ incomes. More and more migrant workers returned to their hometown as local enterprises developed.

Poverty-alleviation projects are integrating with the Ten Full Coverage project, which was included in the officials’ performance assessment.
