NETA welcomes high-level talents

1. Major targets

(1) Overseas high-level talents.

Overseas returnees in particular who have a master's degree and worked more than five years abroad, or have a doctor's degree and worked more than three years abroad need to conform to any of the following conditions:

1) Academic or technological leaders whose achievements boast a good market prospect and high technology content;

2) Have independent intellectual property and invention patents which are internationally advanced and can fill domestic gaps with the potential for industrialization;

3) An associate professor or above in a famous foreign university or R&D institution, or a senior official in an international well-known enterprise (Fortune 500).

(2) Domestic high-level talents

these people need to conform to any of the following conditions:

1) Member of the Chinese Academy of Sciences, or Member of the Chinese Academy of Engineering;

2) Young and middle-aged experts who have made outstanding contributions, a winner of the National Science Foundation for Distinguished Young Scholars of China, or "Cheung Kong Scholars Program" Chair Professors;

3) Experts who receive a special government allowance from the State Council, national or provincial level young and middle-aged experts who have made outstanding contributions, doctorial tutors, or professors and senior staff research scientists with entrepreneurship and innovation achievements;

4) Prefectural young and middle-aged experts who have made outstanding contributions;

5) Practical talents with high-grade, high-precision advanced technologies or independent intellectual property and invention patents who are essential for industry development (including highly skilled personnel).

2. Policy measures

(1) Increasing support for the introduction of talent.

1) The development zone will give 100% of needed support to talents who win national talents support, and 50% to those who win provincial and municipal level talent support;

2)50% of the necessary support will be given to personnel who are selected into Nantong Jianghai Talent Project. Talents who choose to buy houses inside the development zone will get an allowance of 80% of the municipal subsidy standard (excluding those who have been supported to purchase talent-apartments);

3) Within three years, 30% of the attracted talents' personal income tax retention will be awarded to them. For those whose contribution brings a tax revenue increase of over 50% to their enterprises, they will be fully awarded with the retention;

4)a 30% allowance will be granted to head hunting expenses, provided that the highest amount for each talent is not supposed to be over 60,000 yuan.
