Municipal government office's notice on forwarding diminishing or free charge regulations by the municipal price bureau for foreign invested enterprises in the Nantong Economic and Technological Development Zone

Regulations on Diminishing or Free Charge for Foreign Invested Enterprises in Nantong Economic and Technological Development Zone

Article 1 The regulations are enacted with the purpose of improving the investment environment of Nantong Economic and Technological Development Zone, relieving burdens on foreign invested enterprises, and boosting an open economy.
Article 2 The regulations apply to the administrative units, who execute administrative management, and business units who offer their services in Nantong's Economic and Technological Development Zone.
Article 3 The "charges" in the regulations refer to the funds (capital), administrative service fees, and other service fees collected from foreign invested enterprises in Nantong Economic and Technological Development Zone by the administrative units executing governmental management and some business units providing certain services.
Article 4 The "foreign invested enterprises" in the regulations refer to the primary, secondary, and tertiary industry enterprises who are in line with the foreign invested enterprise and industry catalog, and register, produce and operate in Nantong's Economic and Technological Development Zone (excluding real estate enterprises).
Article 5 The responsible officials of Nantong Municipal Government and persons in charge from the Municipal Price Bureau, Finance Bureau, Local Taxation Bureau, National Tax Bureau, Supervisory Bureau, Auditing Bureau and the management committee of Nantong Economic and Technological Development Zone shall form a leading group on fee collection management, and shall be responsible for important issues such as the management of collecting fees from foreign invested enterprises in the development zone. The leading group shall set up an office, to assume the routine work of the group, which will be set up in the Municipal Price Bureau.
Article 6 Privilege certificates shall be given to foreign invested enterprises which comply with Article 4 of the management committee of the development zone. Enterprises with privilege certificates shall enjoy fee reductions and exemptions.
Article 7 Municipal administrative and business units shall exempt or reduce fees for foreign invested enterprises with privilege certificates (the standard as per list enclosed). The fees, which should be turned over to the province, shall be withheld by Nantong Economic and Technological Development Zone.
Article 8 After the reduction and exemption, no governmental units shall collect funds (capital), administrative service fees and other service fees which have been clearly declared exempted from foreign invested enterprises in Nantong Economic and Technological Development Zone. However the responsibilities and management service of all the relevant departments and units shall maintain the same.
Article 9 New administrative service fees collected from foreign invested enterprises in Nantong Economic and Technological Development Zone must meet the national standard and be approved by the leading group on fee collection management.
Article 10 The charging departments and units shall publicize at the charging centers the charge items, basis, standard, and the exemption level so as to accept the management and supervision of price, finance and auditing departments.
Article 11 All the charging departments and units shall keep a record of exemption fees, which shall be audited and summarized by the charging management office.
Article 12 Municipal prices, finance, supervision, and other relevant units should strengthen the supervision and inspection of the implementation of the regulations, and investigate and punish those who fail to observe the regulations according to relevant laws.
Article 13 The charging items whose services are provided by enterprises and other units should be consulted by both parties according to the national fixed standard. If there is a floating range, the charging should be decided though consultation within the lowest limit range.
Other charging relating to administration of import and export goods, roads and vehicles management, construction management, water, electricity, gas, and heat supply, postal service, telecommunication, transportation shall be executed according to relevant regulations. If there is a floating charging range, the charging shall be decided by the lowest limit.
Article 14 The regulations became effective on November 1, 2007. Previous regulations which conflict with the regulations were abrogated simultaneously.
