Public culture ‘management’ changed into ‘service’

Volunteers from Zhangjiagang Culture Center are busy helping employees of Suzhou Longjie Special Fiber company prepare for the performance at the “happy gridding” competition.
“The volunteers are helpful in both choosing performance styles and rehearsal,” said Ma Dongxian, a human resource assistant at the company.
“We have no idea at first, and the performance we choose now is from their suggestions. It is lively and it’s impossible for ourselves to think of it.”
In Zhangjiagang, Jiangsu province, there are cultural volunteers going to enterprises to provide services almost everyday. The culture center has sent more than 900 volunteers last year, trained over 150 teams and helped rehearsal more than 2,000 times.
Li Liqun from the culture center said this year the number of volunteers increased because the grid number is rising and there are more teams.
Statistics show that 335 performing teams are set up by local residents since the grid public cultural service was carried out, making the total number 480 -- three times more than previously.
The city awards demonstration grids, and organizes the yearly grid cultural series events of “happy Zhangjiagang”.
“Happy gridding”, one of the events, invites community residents to take part for talent competition.
“Moms in our community signed up for the competition with their kids, and art amateurs are also active. Everyone is passionate,” said Chenjie, a grid cultural service volunteer from Yangfan community, Yangshe town.
From providing performances for the people to providing guides and services, cultural grid management has directed the city’s transformation from management to service, and increased people’s cultural confidence and knowledge.
Zhang Yanbo, a member of national public culture service system expert committee, said key points of cultural prosperity revolve around public culture and public culture service. An important part of cultural grid is the service for local people. It focuses on service instead of the usual grid management in society. It aims to provide benefits for people, provide convenience and equal opportunities.
