NE China building innovative industrial park

The city of Changchun, in Jilin province has come up with its five-year plan for its Jingyue high-tech industrial park, a national industrial development zone, at a Feb 1 Meeting.
Guan Shusen, director of the management committee, vowed to make it a major part of the service industry and a high-tech base for the Northeast within 5 years.
Guan told the meeting, "During the 13th Five-year Plan (2016-2020), we'll focus on information technology, financial services and a headquarters economy," then added that the park will make an extra effort to attract large Chinese and multinational companies to set up an HQ or invest here.

He went on to say that, for the 5-year plan, fixed assets investment is estimated at around 280-billion yuan ($42 billion), with the service industry accounting for about 80 percent and, this year, the park will promote investment in contracts worth around 45-billion yuan and in eight incubators.
He also swore to resolve livelihood issues, and concluded by saying, "We're working on improving social security and providing a stable environment," especially since the development zone was one of the State Council's first designated national high-tech industrial development zones, in 1991.
