Jilin holds national judicial reform meeting

We should have more confidence and strength of will regarding judicial reform and unswervingly carry out comprehensive improvements of the system, said China's top security official Meng Jianzhu on July 19 in Changchun, capital of north China's Jilin province.

Meng said that the reform of the judicial system plays a leading role in China's comprehensively deepening reform and the building of the rule of law.
Over the past two years, judicial personnel in China have become more vigorous and professional, said Meng, adding that they have handled an increasing number of cases more effectively with lower rates of appeals.

However, Meng said that quota system shouldn't be cut or adjusted to "one size fits all", since China is a large country with various economic and social development levels in different areas and regions.
Meng also called for building a management system in the judiciary different from that of other civil servants, which would help to provide good career development for judges at the entry level.
Building a country by the rule of law needs both "legal elites" and "ordinary judges", said Meng.
