The county-level city of Zhuanghe in Dalian, Northeast China's
Liaoning Province, is speeding up the construction of the Dalian
Huayuankou Industrial Park.
The park has made remarkable progress in the past few years,
thanks to the able leadership of its administrative committee.
For instance, a series of high-quality infrastructural
facilities have been completed, including a 32.96-kilometer
railway, four bridges, 700,000 square meters of green area, a fresh
water plant with a 50,000-ton capacity, the office building of the
administrative committee and a residential community.
Meanwhile, 26 projects with a total capital of 7.2 billion yuan
have also been started. Dalian Tire Plant, for example, has
realized more than 40 percent of its total investment of 2.5
billion yuan, enabling it to add a brand-new production line.
Unique advantages
Compared with other domestic economic development zones, Dalian
Huayuankou Industrial Park has many unique advantages to attract
both local and foreign investors.
Located in the south of Liaodong Peninsula and to the north of
the Yellow Sea, the park is adjacent to the Republic of Korea and
separated from Japan only by the sea. It is also close to important
cities like Dandong and Shenyang.
Its geographical position as the center of the Northeast Asia
economic circle has convenient transportation conditions.
In addition, the park is able to provide investors a comfortable
environment both in life and work.
Facilities for fresh water, sewage treatment, electric power and
telecommunication have been improved. Luxury hotels and training
schools are under construction.
The park, surrounded by State-level resorts, boasts a
fascinating landscape.
Moreover, the implementation of preferential policies has played
a leading role in attracting investments.
For instance, the administrative committee has established a
special fund to encourage intermediary organizations and
individuals to make investment.
Bright prospects
The park has played a significant role in provincial economic
development, effectively utilizing resources, accelerating
urbanization, and developing rural areas.
In line with the industrial program drawn up by the Geographic
Sciences and Natural Resources Research Institute, Chinese Academy
of Science, the park is expected to incorporate a variety of
industries, such as new materials, automobiles and spare parts, as
well as electromechanical products, food processing and
furniture.
The park will also be built into a base to accept industrial
transfer and become a leading area in the process of revitalizing
Northeast China's old industrial base and a demonstration area for
recycling economy and sustainable development.
Utilizing the opportunity offered by favorable policies, the
park will also assemble a series of important infrastructural
projects expected to considerably sharpen its competitive edge,
such as the Dandong-Dalian freeway, and a harbor and power plant in
Zhuanghe.
