The China Urban Information Summit was held in Shenyang, capital of Liaoning province, on July 25, 2010. The summit was jointly hosted by the Urban Information Technology Cooperation Office of Asian-Pacific Region and China Computer User Association.

During the summit, the second Top 50 Chinese Information Technology Cities were announced. Shenyang, Dalian and Tieling of Liaoning province are listed, of which the first two are among the top 10.

The term "information technology city" refers to a city doing well in the application of IT technologies. It depends on the development of the city's Internet, including the management and utilization of the city's information resources.
