Kuandian Manchu autonomous county won the title of "Outstanding county Institution for farmland infrastructure" in the 2011 "Dayu Cup" competition, according to the Water Conservancy Working Conference in Liaoning province. This is the first time Kuandian has been awarded since the competition started over twenty years ago.

Kuandian has attached importance to water conservation. The county water conservancy department focused on farmland infrastructure in river regulation, drinking water safety in rural areas, irrigation, comprehensive control of soil erosion, and rehabilitation of flood-damaged projects. These strengthen the anti-disaster ability and productive capacity in agriculture, improve the ecological environment of rural areas, better the livelihood of farmers, promote the agricultural development in Kuandian, and enable a steady income increase for farmers.

In 2011, Kuandian completed 15.86 million cubic meters of earthwork with an investment of 386 million yuan within a total of 2.08 million workdays. It finished 122 key projects, reinforced and built a dike of 129 kilometers, dredged rivers for about 306 kilometers, planted 1,570,000 trees for a river bank protective belt, and completed land management of 393.33 hectares.

Kuandian has also repaired 572 flood-destroyed drinking-water projects and has built 189 more to solve the drinking-water problem for 156,000 people. The county also worked on controlling soil erosion in small watersheds at national, provincial, municipal and county levels and in comprehensive controlling of soil erosion. It made unprecedented accomplishments in terms of rural construction projects, fund investment and other key projects.
