Heping district, located in the central area of Shenyang city, is Shenyang's political, economic, scientific, educational and cultural center. It covers an area of 61.06 square kilometers and has a population of 646,000. The district has a convenient transportation network, with subway Line 1 and 2 operational and Line 9 under construction.

Heping district ranks first among the 100 districts or counties of Liaoning province with its comprehensive economic development strength and high quality of life for residents. In 2013, per capita disposable income reached 32,000 yuan ($5,200). It has a solid opening-up basis. The seven consulates in Northeast China, including the consulates of the United States, Russia, France, Japan, the Republic of Korea and the Democratic People's Republic of Korea, are all located in the district.

Heping district is a large modern service industry district, and the added value of the service industry accounts for more than 90 percent of the district's GDP. Its commercial area is more than 5 million square meters. It has five large-scale shopping malls with annual sales above 1 billion yuan, collecting hundreds of the world's leading and second-tier brands.

Taiyuan Street, one of the famous commercial streets in China, and Xita Street, the world's second largest Korean agglomeration, have very strong gathering and distribution capabilities. They are home to ZTE Commercial Building, New World Department Store, Isetan Department Store, Meimei Department Store and a large number of well-known commercial and trade enterprises. They are also home to the Marriott, Intercontinental, Sheraton, Commerce Trade, Holidays and many other five-star and four-star hotels in Shenyang.

There are 112 commercial buildings in this district, with an area over 6 million square meters. The district has more than 110 enterprise headquarters and more than 160 financial institutes. It has various financial businesses, with banking deposits and loans balance accounting for one-fourth and one-third, respectively, of Shenyang. It is the most active financial districtd in the city and was recognized as the China Financial Ecological Zone. Heping district has strong headquarter and building economy development. The regional headquarters of many Fortune 500 companies, such as South Korea's Samsung Electronics, Germany's Bayer Medicine, Japan's Toyota Motors, Germany's Siemens, Kodak, Johnson & Johnson, and Electrolux, are located here.

Heping district has 10 technology incubators with a total area of 155,000 square meters. Pioneer Computer Engineering Co, Boruida Engineering Co and many technology R&D enterprises have taken shape here. Its face recognition system project has reached a global level, and the LCOS (liquid crystal on silicon display panel) project has been listed as a key technology project in Liaoning province. Currently, Heping district has 968 technology enterprises in total, with annual high-tech production value of 6.5 billion yuan.
