Hunnan New District is located in the southeast of Shenyang city, covering an area of 600 square kilometers. It has a resident population of 380,000, and its economic aggregate ranks first among districts in Liaoning province. Hunnan New District has formed an industrial structure characterized as taking high-tech as support and taking modern service industry as supports. Construction of the National Games Village and the new Shenyang South Railway Station; the airport expansion; and the southern removal of the Shenyang administrative center, cultural and sports center, and technology center all help create a bright future for sustainable development of Hunnan New District.
The planning area of Shenyang National University of Science and Technology City is 14.52 square kilometers, adjacent to the future Shenyang administrative center and cultural center. It is located in the core of the Shenyang Economic Zone. It is a research finding commercialization base, a technical innovation model base, an innovation human resources training base and a strategic emerging industries incubation base jointly promoted and constructed by the Liaoning provincial government, Shenyang municipal government and Hunnan New District.
The Aviation High-Tech Base, a civilian aviation industry national high-tech industry base, focuses on the development of aviation R&D, aviation manufacturing and airport logistics. It intends to build China's most important regional aircraft and business aircraft assembly base, the largest aircraft large components subcontract base and the most professional one-stop aircraft maintenance base.
The Export Processing Zone is an enclosed comprehensive export processing zone. This zone will focus on the development of export processing, bonded logistics, business offices and R&D, production and living support facilities, and comprehensive business services. It intends to build into a Shenyang high-tech products export base and Shenyang Comprehensive Bonded Logistics Base.
The International Emerging Industrial Park Zone will focus on the development of electronic information, biological medicine, new energy and advanced equipment manufacturing industries. This zone currently has 54 large-scale industrial enterprises. In 2012, it achieved production value of 20.6 billion yuan ($3.35 billion) in aggregate. There were 32 enterprises with production value above 10 million yuan. Their production value accounted for 93 percent of large-scale industrial total production value. The e-commerce industry has successfully attracted ProLogis, Jingdong Mall, Suning Easygo and a number of domestic and international well-known e-commerce enterprises. Six of China's top 10 e-commerce enterprises have resided. In May 2012, the Hunnan E-Commerce Industry Park was approved as the first batch of national e-commerce model bases by the Ministry of Commerce of China.
For the bio-pharmaceutical industry, the zone focuses on the development of biopharmaceuticals, biotechnology vaccines, biomedical materials, digital medical equipment and medical services, health management, nutrition and health care, education R&D, and other health and medical industries. Meanwhile, the zone makes great efforts to develop semiconductor equipment and parts, industrial automation equipment and related industries, equipment electronic systems and key components to develop a complete set of equipment and systems and actively expand the equipment service fields.
