Shenbei New District is located in the north of Shenyang, covering an area of 819 square kilometers, and with a population of 450,000. It administers one national-level and two provincial-level economic and technical development zones, and it has its municipal economic management authorities and development zone management authorities approved by the State.

Shenbei New District is a national ecological demonstration zone, a national agricultural products deep processing base, a featured tour county, a Northeast Asia technical innovation and research finding commercialization base, a national green food raw materials standardized manufacturing base, and Liaoning's provincial communication industrial base.

In 2012, its GDP reached 50 billion yuan; fixed asset investment reached 55.5 billion yuan, with an average annual growth rate of 16.3%; the large-scaled industrial total production value was 167.9 billion yuan, with an average annual growth rate of 22.4%; public budget revenue was 4.05 billion yuan, with an average annual growth rate of 41.7%; and actual utilized foreign capital reached $725.31 million, with a year-on-year growth of 11.5 %.

Shenbei New District has many advantages for development. Seven important cities can be reached within one hour's drive. It has a rich hot spring tourism resource, with a water area ratio of 8%, and a greening rate of 40%.

Shenbei New District has attracted 4,000 enterprises, of which there are twenty Fortune 500 companies, and forty-two enterprises with a China Famous Brand or China famous brand products.

It has become the largest national agricultural product deep processing base, a Liaoning provincial communications industrial base, a national animation industrial base, and a Northeast China ecological livable area.

Shenbei University Town, composed of six universities, Liaoning Higher Vocational Town, composed of twelve vocational colleges, and the Elite Senior High School Town, composed of 16 elite high schools, have built a complementary educational system in this new district, and can cultivate more than 50,000 people each year. There are also many research institutes, key laboratories and postdoctoral research stations, with first-class technological innovation capacity, and thus it provides a human resource guarantee and intellectual support for regional development.

Shenbei New District is the only comprehensive supporting reform pilot area in Liaoning province, and it is authorized to try out administration, economic management, social management, technological innovation, land management, financial innovation, opening up and rural comprehensive reform, and makes great efforts to build a service and performance-oriented government.
