Salary standards for the city of Shenyang

I. Monthly minimum
The Shenyang Municipal Human Resources and Social Security Bureau Notice on Minimum Salary Standards in Shenyang (2013) sets the monthly minimum wage for the Heping, Shenhe, Tiexi, Huanggu, Dadongt, Dongling, Yuhong, and Sujiatun districts, the Hunnan and Shenbei New Areas, the Shenyang Economic & Technological Development, Qipan Mountain International Scenic Spot Development, and the Shenyang Comprehensive Free Trade zones at 1,300 yuan, and for the city of Xinmin, and counties of Liaozhong, Faku, and Kangping at 1,050 yuan.
II. Hourly minimum
The minimum hourly salary in the Heping, Shenhe, Tiexi, Huanggu, Dadong, Dongling (Hunnan New Area), Yuhong, and Sujiatun districts, Shenbei New Area, the Shenyang Economic & Technological Development, Qipan Mountain International Scenic Spot Development, and Shenyang Comprehensive Free Trade zones is 13 yuan, and in the city of Xinmin, and counties of Liaozhong, Faku, and Kangping it is 9.8 yuan.
III. Salary guidelines, 2014
In line with the Notice on Employee Salary Guidelines, 2013 of the Liaoning provincial Human Resources and Social Security Bureau and the city of Shenyang's national economic and social planning and development in recent years, as well as its employment situation, the salary guidelines in Shenyang for 2014 are as follows:
1. The salary increase for enterprises is 12 percent.
2. The top salary increase is 17 percent.
3. The lowest salary increase is 5 percent.
Enterprises under Shenyang jurisdiction can determine their annual salary increases through collective bargaining with reference to the wage guidelines and their production and operations, economic return and labor costs. Enterprises that have sound production and operations, high economic returns and the ability to pay can determine their salary increases with reference to the top salary increase guidelines, while those with normal production and operations and lower economic returns can determine their wage increases with reference to the lowest salary increase, however, whatever salary is paid to employees cannot fall below the minimum salary, and at the same time, salary increases for monopolies and enterprises with excessively high salary levels and excessively rapid growth cannot go over the top line.
