China's Ministry of Commerce announced recently that it has added 10 cities as national service outsourcing demonstrations and that Shenyang, Liaoning province made the list, giving China 31 of them in all.
The State Council calls service outsourcing a "green industry" and, more and more, a new impetus for tertiary industry and a boon to employment and the country as a whole. In 2015, Chinese companies signed $130.9 billion worth of service outsourcing contracts, an increase of 22.1 percent year–on-year.
As an international service outsourcing city, Shenyang says it places a lot of emphasis on that area. Even back in 1991, the city had the Neusoft Group, an IT service that dealt with software development, after which it got two such industrial agglomerations and two other industrial parks, laying a solid foundation for outsourcing.
And now that it has joined the demonstration city list, Shenyang will get more support from central financing and it has promised that it will help with the industry fund, infrastructure and talented personnel.
