The Shenyang Offshore Economic Zone is located in Liaozhong county's offshore area in the West Shenyang Industrial Corridor. The economic zone is close to the sea port, the airport and Shenyang. It's 45 kilometers away from the downtown area of the parent city Shenyang and is 70 kilometers away from Yingkou Port. As a provincial-level economic zone established with the approval of the Liaoning provincial people's government, and as an agency of the Shenyang municipal government, the planned area of the economic zone is 13 square kilometers, with 9.2 square kilometers of the area finished. In 2013, the economic zone's gross regional product (GRP) reached 20.83 billion yuan ($3.4 billon), and its investment in fixed assets hit 4.24 billion yuan.

Shenyang Offshore Economic Zone boasts rich resources, abundant industrial land, relatively low land cost and complete infrastructure. After years of construction, it has finished 30 square kilometers of land development in total; constructed a total of 86 kilometers of road; laid nearly 240 kilometers of pipes for water supply, water drainage and gas; installed 55 kilometers of permanent power distribution lines; and completed 1.6 million square meters of greening area. In addition, two 66kVa transformer substations have been built, and buildings for a waste water treatment plant, a fire station and a customs commodity inspection area have been constructed. The supporting infrastructure in the built-up area has reached standards in terms of water supply, water drainage, power supply, telecommunication, gas, heating, road and land leveling.

With the construction of the Liaoning Coastal Economic Zone and Shenyang Economic Zone becoming a national strategy, a new development pattern in Liaoning province is taking shape. The sea and the land complement each other, and the hinterland and the port are linked up. The Shenyang Offshore Economic Zone is close to the sea and is connected with the hinterland. It's also adjacent to the Shenyang Free Trade Zone. With unique advantages in bond and export processing, it will play an outstanding pivotal role as a port of entry. Standing at a strategic vantage point of promoting interaction between the coastal area and the hinterland, the Shenyang Offshore Economic Zone has formulated a new development strategy. The zone will be bolstered by five major industries, including modern logistics; modern equipment manufacturing support; nonferrous metal and new materials; spare parts for trucks, special purpose vehicles (SPV) and automobiles; and environmental protection. The coordinated development of an industrial new town, a logistics new town, and a habitable new town will be especially promoted. The long-term development goal is to build a portal for opening up in Shenyang, an industrial base for equipment manufacturing and supporting industries, and a State-level demonstration base for the environmental protection industry.

Currently, by focusing on strengthening pillar industries, the Shenyang Offshore Economic Zone is exerting its utmost to promote the development of six industrial clusters, involving the forging industry, manufacturing industry, new material industry, valve industry, agricultural pace-setting industry and environmental protection industry. Shenyang Offshore Economic Zone sincerely welcomes the investment of related enterprises from both home and abroad so as to jointly build the economic zone into a best-in-class industrial base and a sparkling pearl in the offshore area of Liaoning province.
